problem with heat index

I am from Bahrain island and the weather hot and wet
I have problem with heat index where it is disappear
before yesterday the real temperature was 43.6 and the humidity 33% but the heat index does not appear
but if the real temperature decress is appear I mean heat index

I have ambient weather ws-1001
